precisely, the distribution of radiation doses that a population may receive from fallout in a nuclear war will depend on many unpredictable variables; e.g., the numbers, types, and yields of weapons; the locations and altitudes at which they are exploded, prevailing weather conditions, and the extent to which the population at risk is able to avoid or reduce radiation exposure by sheltering and other countermeasures (Machta, chapter 3). Because of these variables, projected isodose areas (e.g., Table 5-5, Fig. 5-5) provide only a crude basis for estimating the radiation doses to populations.
